Accessibility

Gillingham FC is committed to ensuring all fans have a first-class experience at MEMS Priestfield Stadium. 

Disabled people constitute the largest minority group in the UK, approximately 25% of the population. Gillingham FC welcome disabled fans along with their families and friends. We also fully support the principle of equal opportunities and oppose all forms of unlawful or unfair discrimination on the grounds of disability. Naturally, many disabled people are football fans and we are pleased to provide these supporters with:

Wheelchair Support

The club has 67 spaces available for wheelchair users and, if required, their personal assistants. The spaces are located on the front rows of the Magnus Search Medway Stand, Rainham End, and Gordon Road Stand. Additionally, six spaces are available for away supporters in the Gordon Road Stand.

Please note there are no wheelchair facilities in Rainham End blocks 1, 2 and 6, or Medway Stand blocks A to E.

Visual Impairment Support

The club has nine radio headsets available to supporters with visual impairments. Headsets must be reserved prior to game day with the Disability Liaison Officer (BReeves@gillinghamfc.com). Headsets are collected and returned to the Ticket Office located in Redfern Avenue on matchday. A credit or debit card will be required and users (or their personal assistants) are required to give written consent agreeing to cover the cost of the headset should it be damaged or not returned. 

Personal Assistants

Disabled supporters are entitled to bring a personal assistant to matches free of charge when the club is provided with proof of receipt of higher rate of Disability Living Allowance for either mobility or care. Gillingham FC reserves the right to ask for proof of disability before issuing any concession.  Please note that a blue/orange badge is not considered proof of disability for the concessionary price.

Disabled Facilities

The club have disabled toilets in all areas of the ground. These are not alarmed; if you experience any problems with these toilets (or they are being abused) please contact the nearest staff member. Additionally, all food kiosks, the Club Shop, and Ticket Office are accessible.

The club recognise that not all facilities are fully accessible to disabled customers, but we are committed to making the necessary reasonable adjustments described by the Disability Discrimination Act and its relevant Codes of Practice to ensure full compliance with the legislation.

Charitable Requests

We endeavour to offer our support to as many local causes as we can. We donate a number of Family Packs (2 adults tickets + 2 youth tickets) each month. Interested parties are invited to submit charitable requests using the details below.

SUPPORTER SERVICES

Customers should direct all questions, feedback, or complaints to enquiries@gillinghamfc.com. Where required, the club will acknowledge receipt of any contact from a customer within three working days by telephone, e-mail, and/or letter. 

Where a written response is requested, the club will endeavour to do so within 21 working days. The club does not respond to correspondence and/or complaints by mail unless the name and address of the sender is provided. We are committed to timely and efficient responses. ANTI-DISCRIMINATION POLICY

There is no place for any manner of discriminatory, offensive, or abusive behaviour or language of any kind, both inside our ground or at away fixtures. We have a zero-tolerance policy against language or behaviour that discriminates on the basis of gender, colour, race, religion, sexual orientation, gender identity, age or disability, all protected under the Equality Act of 2010.

We commit in earnest to timely and thorough investigation of such matters. Furthermore, we encourage supporters to report said behaviour in live time:

SUPPORTER CODE OF CONDUCT

In solidarity with the ‘Love Football, Protect the Game’ campaign adopted by the FA, Premier League and EFL in 2022/23, Gillingham Football Club wants every supporter to enjoy football in a safe, secure and healthy environment. Whilst we respect and embrace spectators’ passion for the game, we will not tolerate the following:

  • Physical violence
  • Foul language
  • Threatening behaviour
  • Discrimination of any sort
  • Tragedy abuse
  • Offensive gestures
  • Throwing projectiles onto pitch
  • Use of smoke bombs or pyrotechnics
  • Disregard for safeguarding children and vulnerable adults
  • Disaster chanting
  • Pitch invasion
  • Drug Use
  • Disregard for Ground Regulations

Violators may be subject to our Club Sanctions Policy.

MATCH ABANDONMENT/POSTPONEMENT POLICY 

  • In the event of the postponement of a match before patrons have entered the ground and prior to kick-off, the ticket will be valid for the rearranged playing of the match.
  • In the event of the postponement of a match after patrons have entered the ground, but prior to kick-off, entry to the ground for the re-arranged match shall only be permitted on presentation of the original ticket and subject to compliance with any other requirements announced by Gillingham Football Club.
  • If the match is played ‘behind closed doors’, or the postponed/abandoned match is (i) not re-arranged or (ii) the Ticket Holder is unable to attend the rearranged match, the Ticket Holder will be entitled to a reallocation of the ticket to a home league fixture of the same season.

SUPPORTER CONSULTATION/ENGAGEMENT (R128)

Gillingham Football Club adhere to EFL Regulation 128 regarding supporter consultation via:

  • At least two Fan Forums per season, to which supporters will be invited to discuss issues relating to the club. The club’s Supporter Liaison Officer and relevant members of senior staff will be present at such meetings.
  • Liaising with the officially recognized Gillingham Supporters’ Club multiple times throughout the season.
  • Liaising with social media fan channels multiple times throughout the season.
  • Regular meetings with local residents group.
  • Supporter surveys regarding EDI issues and matchday experience.
  • Regular networking events with sponsorship partners.
  • Live social media Q&A with the Chairman.

TICKETING

For home matches the club will sell tickets in the following order of priority, subject to availability. Discretion will be applied to the number of tickets available to each applicant:

1. Season Ticket Holders  

2. General Sale  

Ticketing details for cup competitions will be announced via the official website, official social media channels, local press, and other media outlets, once agreed by the two clubs.  

DATA PROTECTION 

Any personal information supporters give to us will be processed in accordance with the UK Data Protection Act 1998.  Any sensitive information is securely stored. We do not hold credit card information on site.  

COMMUNITY FOUNDATION

In close collaboration with our community trust Gillingham FC Foundation, the club is committed to delivering a range of opportunities for local clubs, schools, organisations, and communities throughout the year.  

STAFF CONDUCT

The club expects its staff, stewards, and representatives to be courteous, helpful, and well informed. Additionally, Gillingham FC staff are in a unique position of influence and must adhere to all club policies to set a good example within the club and in the wider football community. Any person who feels that any of the club's personnel are failing to meet those standards should notify the club (see Supporter Services section).  

CHARITY POLICY

We donate a number of Family Packs (four tickets) each month. Interested parties are invited to email us at enquiries@gillinghamfc.comwith the following information: name of organisation, event date/description, and contact information (name/phone/email). Selections are made on the last day of the month during which the request is submitted. Additionally, we are happy to facilitate the signing of merchandise which the requesting organisation purchases directly from our Club Shop.

ENVIRONMENTAL POLICY 

Gillingham Football Club is dedicated to minimising the environmental impacts of our activities. We will continue to embrace initiatives and technologies that will reduce our environmental impact whenever possible. We will work towards improving efficiency and sustainability within the club at all levels, and encourage employees, suppliers and partners to do the same.  

SAFEGUARDING 

The general well-being and welfare of all children, young persons, and adults at risk who are involved with Gillingham FC is of paramount importance. 

The club encourages best practice in safeguarding children and adults at risk, and in working with their families and local agencies. We are committed to promoting good outcomes in terms of health, development and educational achievement alongside football and sporting excellence. We believe that safeguarding is the responsibility of everyone who has contact with children, young people, and vulnerable groups and that it our duty to engage in safeguarding with a spirit of partnership and openness. The club’s Safeguarding Policies detail different types of abuse, guidance on identifying issues, as well as procedures to be implemented by staff and volunteers. Our responses to safeguarding concerns are consistent with mandatory legislation, local authority guidance and best safeguarding practices.

The club’s Safeguarding Policies are reviewed annually and are subject to Board approval to ensure they remain in line with statutory guidance and relevant to the work of the organisation. 

CROWD PROTECTION 

Gillingham Football Club is committed to providing a safe environment for all persons attending the ground, whether as a spectator, employee or official. The club will deploy a Safety Management Team and sufficient Safety Stewards to comply with the Safety Certificate issued by the local authority. Stewards will be deployed to monitor entrance and exit gates, as well as in spectator areas for crowd observation and monitoring for signs of disorder.

The club will also deploy sufficient medical staff, including at least one Ambulance Officer, a fully equipped Paramedic Ambulance, and a number of qualified first aiders, to provide first aid for those inside the ground. The club will maintain and equip a medical room for use by the medical team in compliance with the Guide to Safety at Sports Grounds.  

CLUB SANCTIONS POLICY 

Gillingham Football Club is committed to providing a positive atmosphere allowing all fans to enjoy the match. We publish copies of the EFL Ground Regulations, and it is a condition of entry to the ground that all spectators will adhere to these rules. 

Any breach of ground regulations, whether it be at home or away matches, including the use of discriminatory language or behaviour, may result in any or all of the following sanctions:

  • The offender may be immediately ejected from the ground.
  • The offender may be given the opportunity to modify their behaviour. However, should the behaviour continue, the offender may be removed from the ground.
  • If the breach of regulations is also a criminal offence, we will immediately remove the offender and hand the matter over to the police. Should the offender be put on bail during a police investigation or have a pending court appearance for a football-related incident, they will be banned from the ground whilst the bail is on force or the matter is resolved.
  • Serious breaches are likely to result in an extended ban, the duration of which will be determined by the club.
  • Some matters may attract a ban of approximately one to five home games, the exact number to be determined by the club.
  • Re-admission to the ground after any ban may depend on the offender signing an Acceptable Behaviour Agreement, which will remain in force for one calendar year from the date of signing. Any ejection while a person is the subject of an Acceptable Behaviour Agreement will result in a season-long ban. 

There will not be any recompense for season ticket holders who miss games as a result of being banned from the ground, nor will there be refunds for individual matchday tickets.

VISITING SUPPORTERS 

The club abides by Football Association and EFL rules governing the allocation of tickets to visiting clubs.  

MERCHANDISE 

Replica kit has a life span of a minimum of one season. The club is committed to ensuring a competitive price for all replica kit and not entering into price fixing in relation to its sale. The club offers refunds on merchandise in accordance with its legal obligations under the Consumer Rights Act 2015.  

PARKING POLICY 

Parking is restricted to roads surrounding the stadium, including Chicago Avenue and the bottom end of Sunnymead Avenue which are both free for parking use.  Visiting supporters should note that many nearby roads are for permit holders only.  

CORPORATE SOCIAL RESPONSIBILITY 

The club believes it should be a part of the community in the widest sense and that its success should partly be judged on the impact it has on the community in which it exists.  Everyone at the club is committed to tackling environmental, social, and community-based issues. 

EDI Policy & Statement

Gillingham Football Club EDI Responsibility Statement

Gillingham Football Club strives to be steadfastly and consistently committed to EDI (Equality, Diversity & Inclusion) through both policy and action. The Board of Directors, along with our Managing Director as senior management representative, as well as our EDI Lead officer, hold ourselves accountable for progress in the area of EDI, including Mental Health. We are committed to an ongoing journey of development.

The Gillingham Football Club Board of Directors, along with the Managing Director, is ultimately accountable for Equality, Diversity and Inclusion, including Mental Health, at Gillingham Football Club. The Board of Directors is composed of the following (3) individuals:

  • Brad Galinson, co-owner
  • Shannon Hogan Galinson, co-owner/EDI Board Champion
  • Mark McAllister, non-executive director

Managing Director is Joe Comper. These (4) individuals form the entirety of the Club’s senior management in relation to EDI/Mental Health related-issues. Additionally, our Lead EDI Officer Daniel Lambert is an integral part of our EDI strategy. The responsibility for Equality and Mental Health matters, as related to Gillingham Football Club, sits with the Board of Directors, the Managing Director, and Lead EDI Officer. This group’s responsibility extends to both internal matters as well as public ones. A vetted and trained EDI Board Champion is designated as the liaison between the Board of Directors, Managing Director and other staff members, and assumes the EDI work on behalf of the Board of Directors, soliciting assistance from fellow Board members as needed. Please see the bottom of this document for a detailed description of Roles & Responsibilities.

In line with said responsibility, the Gillingham Football Club Board of Directors, Managing Director and Lead EDI Officer expect that all employees of the Club will respect, act in accordance with, and thereby support all the Club’s Equality, Diversity and Inclusion policies. Theses EDI policies may dictate specific work requirements, various activities within the Club, required protocols and where appropriate, amendments to individual work programmes. It is the duty of the Board of Directors, Managing Director and Lead EDI Officer to hold all employees responsible for meeting these Club standards. Additionally, the Board of Directors and Managing Director will receive regular updates on the implementation of the Equality Policy from members of staff, in particular the Lead EDI Officer, so that it may support staff in continually reinforcing, reviewing, and improving policies within the operations of the Club. The Board of Directors, Managing Director and Lead EDI Officer are also regularly informed of actual, as well as potential breaches of these policies by those who work (paid or volunteer) for Gillingham Football Club. The Board of Directors and Managing Director help investigate any breaches by staff or volunteers when required to do so.

To enshrine Gillingham Football Club’s Equality, Diversity, Inclusion, and Mental Health Policy throughout the Club’s public affairs, the Gillingham Football Club Board of Directors, Managing Director and Lead EDI Officer are actively involved in the following:

  • Supporting the investigation of public breaches of our Equality policies within our stadium or any other location Gillingham Football Club does business (i.e. away grounds, training grounds, tournaments, tours, development centres, etc.).
  • Encouraging staff to hold the public to account for breaches of our Equality policies, including exercising our right to punish said breaches with suspensions, education, training, or long-term bans.
  • Ongoing review of the Club’s Equality, Diversity and Inclusion policies alongside the EDI Advisory Group (established June 2023).

 

The Board of Directors and Managing Director receive regular updates on Equality Policy amendments, the implementation of the Equality Policy amongst the public with whom we engage, and, as stated above, any actual or potential breaches of these policies by the public.

The Gillingham Football Club Board of Directors, Managing Director and Lead EDI Officer continually strive to educate themselves in the areas of Equality, Diversity, Inclusion, and Mental Health so that they are positioned to support Gillingham Football Club, its supporters and its staff in an inclusive manner, both inside and outside the Club. ROLES & RESPONSIBILITIES OF EDI BOARD CHAMPION - GILLINGHAM FOOTBALL CLUB 

The Gillingham Football Club Board of Directors is ultimately responsible for Equality, Diversity and Inclusion, including Mental Health, at Gillingham Football Club. A vetted and trained EDI Board Champion is designated as the liaison between the Board of Directors and other staff members. The EDI Board Champion works alongside the Gillingham Football Club Managing Director, Lead EDI Officer, and EDI Advisory Group. The EDI Board Champion assumes the EDI work of GFC on behalf of the Board of Directors, soliciting assistance from fellow Board members as needed. 

 

Role & Responsibilities 

  • To prioritize and champion Equality, Diversity and Inclusion, including Mental Health, both inside Gillingham Football Club and publicly.
  • To promote the Equality, Diversity and Inclusion work of the organisation both publicly and internally.
  • To prioritize the timely and concise communication of Gillingham Football Club’s EDI policies to both staff and supporters.
  • To attend the Gillingham Football Club EDI Advisory Group and any other internal equality sub-groups and to be the liaison between those groups and the Board of Directors, reporting to each as needed.
  • To update the Gillingham Football Club Board of Directors on an ongoing basis with regard to all Equality, Diversity and Inclusion policy and strategy matters within the Club.
  • To advise the Board of Directors on strategic opportunities to increase engagement with various equality groups.
  • To inform the Board of Directors of any business risk relating to current equality issues, policies or procedures.
  • To bring Board level feedback to the working Gillingham Football Club EDI Advisory Group.
  • To attend any disciplinary hearings of staff members which are the subject of an Equality, Diversity and Inclusion issue.
  • To support the EFL Equality Code of Practice submission process.
  • To be responsible for ensuring that the Equality Action Plan is being resourced and implemented.

ROLES & RESPONSIBILITIES OF MANAGING DIRECTOR - GILLINGHAM FOOTBALL CLUB 

The Gillingham Football Club Managing Director is ultimately responsible for the implementation of all facets of Gillingham Football Club’s Equality Policy as set by the Gillingham Football Club Board of Directors. The Managing Director works alongside the Lead EDI Officer, Gillingham Football Club EDI Advisory Group, and the designated EDI Board Champion. The Managing Director has a duty to uphold and implement the EFL Equality Code of Practice across the Club, both internally and publicly. 

 

Role & Responsibilities 

  • To prioritize and champion Equality, Diversity and Inclusion, including Mental Health, both inside Gillingham Football Club and publicly.
  • To support the Gillingham Football Club EDI Advisory Group and any other internal equality sub-groups and encourage synergistic relationships between said groups.
  • To work closely with the EDI Board Champion.
  • To encourage ongoing review of the Club’s specific work requirements, various activities, required protocols, and amendments to individual work programmes as related to the Club’s Equality Policy.
  • To ensure that communication of Gillingham Football Club’s EDI policies to both staff and supporters is concise, thorough, and timely.
  • To research broader strategic opportunities for the Club that will increase engagement with various equality groups and share such with the Board of Directors.
  • To immediately apprise the Board of Directors of any imminent business risk relating to equality issues, policies or procedures that arise.
  • To assist investigations of breaches of EDI policies by staff or volunteers when required to do so and to attend any disciplinary hearings of staff members which are the subject of an Equality, Diversity and Inclusion issue.
  • To assist investigations of any breaches of EDI policies by the public when said breaches occur anywhere Gillingham Football Club is doing business, including the stadium, training grounds, away grounds, tours, tournaments, development centres, etc.
  • To support the EFL Equality Code of Practice submission process.

ROLES & RESPONSIBILITIES OF LEAD EDI OFFICER - GILLINGHAM FOOTBALL CLUB 

The Gillingham Football Club Lead EDI Officer liaises with the Board of Directors and Managing Director to deliver the EFL Equality Code of Practice across the Club, both internally, publicly and through the GFC Foundation. As chair of GFC’s EDI Advisory Group, the Lead EDI Officer focuses on ensuring that Equality, Diversity and Inclusion, including Mental Health, is prioritized in the work of Gillingham Football Club and the GFC Foundation.

 

Role & Responsibilities 

  • To manage the GFC EDI Action Plan.
  • To manage and maintain the Club’s EFL Equality Code of Practice.
  • To develop, design, embed and implement EDI objectives and activities at the Club.
  • To engage in professional development in the area of EDI/Mental Health to help inform the Club’s strategy.
  • To chair Gillingham Football Club EDI Advisory Group.
  • To develop partnerships and collaborate with the EFL, FA, Premier League, Kick It Out, Her Game Too, Show Racism the Red Card (and others) on EDI objectives.
  • To deliver Academy, matchday, Foundation, department-specific, and all-staff EDI/Mental Health workshops.

To assist with the media/communications coverage related to EDI/Mental Health.

Ground Regulations

Notice: Entry to the Ground is expressly subject to acceptance by the visitor of these Ground Regulations and the rules and regulations of FIFA, UEFA, The Football Association, the Premier League and The English Football League (EFL) in respect of the relevant competition and the terms of the Supporter Code of Conduct (if any). The Ground Regulations incorporate the Club's Customer Charter (if any). Entry to the Ground shall constitute acceptance of the Ground Regulations.

"Club" means this football club.

“Football Authority” means each of the Premier League, The English Football League (EFL), The Football Association, the Football Association of Wales, FIFA, UEFA and any other relevant governing body of association football.

"Illegal Substance" means any drug which is not legally obtainable, or which is legally obtainable but has not been legally obtained. The term includes prescribed drugs not being used for prescribed purposes.

"Ground" means this football stadium and all locations owned, occupied or utilised by the Club.

"Match" means any association football match (or any part or aspect of such a match) taking place at the Ground.

"Material" means any audio, visual and/or audio-visual material and/or any information or data.

Supporter Code of Conduct” means any code of conduct to be adhered to by all those attending the Ground which can be found on – or accessed via – the Club’s website or can be provided upon written request to the Club.

1.  Notwithstanding possession of any ticket the Club, any police officer or authorised steward may refuse entry to (or eject from) the Ground any person:

1.1.  that fails (or in the Club's reasonable opinion is likely to fail) to comply with these Ground Regulations and/or the Supporter Code of Conduct and/or any reasonable instruction issued by a police officer or authorised steward or officer of the Club; and/or

1.2.  whose presence within the Ground is, or could (in the Club's reasonable opinion), constitute a source of danger, nuisance or annoyance to any other person.

2.  On no account will admission be granted to a person:

2.1.  who is the subject of a current Banning Order under the Football Spectators Act 1989 (as amended); or

2.2.  who has been convicted of ticket touting offences under section 166 of the Criminal Justice and Public Order Act 1994 (as amended).

3.  The Club excludes to the maximum extent permitted by law any liability for loss, injury or damage to persons/property in or around the Ground.

4.  No guarantees can be given by the Club that a Match will take place at a particular time or on a particular date and the Club reserves the right to reschedule the Match without notice and without any liability whatsoever, save only to the extent provided pursuant to paragraph 5.

5.  In the event of the postponement or abandonment of the Match, refunds (if any) will be made in accordance with the Club's Customer Charter. The Club will have no further liability whatsoever, including (but not limited to) any indirect or consequential loss or damage, such as (but not limited to) loss of enjoyment or travel costs.

6.  All persons seeking entrance to the Ground acknowledge the Club's right to search any person entering the Ground and to refuse entry to or eject from the Ground any person refusing to submit to such a search.

7.  The following articles must not be brought within the Ground - knives, Illegal Substances, fireworks, smoke canisters, air-horns, flares, weapons, dangerous or hazardous items, laser devices, bottles, glass vessels, cans, poles and any article that might be used as a weapon and/or compromise public safety. Any person in possession of such items will be refused entry to the Ground.

8.  Further, you may not bring into the Ground:

8.1.  any sponsorship, promotional or marketing materials save in respect of official club merchandise and/or other football related clothing worn in good faith;

8.2.  any flags or banners larger than those maximum dimensions permitted by the Club from time to time (or, in the absence of such stipulations, 2 metres x 1 metre) and/or of an offensive nature;

8.3.  nor may you offer (either free or for sale by any person) any goods (including literature) of any nature, without the express written approval of the Club's management.

9.  The following activities are strictly forbidden and will result in arrest and/or ejection from the Ground:

9.1.  using words that are, or behaving in a manner that is, threatening, abusive, insulting, foul, improper, offensive, violent, indecent, or provocative. This shall include, for the avoidance of doubt, engaging in chanting or other non-verbal actions or gestures concerning football or other tragedies (whether done at a Match, in-person or remotely, via any electronic communication, social media or otherwise). Any individual found to have engaged in such activity may be subject to a ban from all Matches and other association football matches (or any part or aspect of such a match);

9.2.  attempting to enter the Ground or be inside the Ground whilst under the influence of an Illegal Substance; and/or

9.3.  being in possession of an Illegal Substance when entering the Ground or inside the Ground.

10.  Racial, homophobic or discriminatory abuse, chanting or harassment is strictly forbidden and will result in arrest and/or ejection from the Ground.

11.  The following acts are offences under the Football (Offences) Act 1991 (as amended):

11.1.  the throwing of any object within the Ground without lawful authority or excuse.

11.2.  the chanting of anything of an indecent or racialist nature.

11.3.  the entry onto the playing area or any adjacent area to which spectators are not generally admitted without lawful authority or excuse.

Conviction may result in a Banning Order being made.

12.  All persons entering the Ground may only occupy the seat allocated to them by their ticket (including those who have tickets to any Licensed Standing In Seated Areas (if any) pursuant to paragraph 15 below) and must not move from any one part of the Ground to another without the express permission or instruction of any steward, officer of the Club and/or any police officer.

13.  Nobody may stand in any seating area whilst play is in progress (except those persons who have tickets in any Licensed Standing In Seated Areas pursuant to paragraph 15 below). Persistent standing in seated areas other than Licensed Standing In Seated Areas whilst play is in progress is strictly forbidden and may result in ejection from the Ground.

14.  The obstruction of gangways, access ways, exits and entrances, stairways and like places is strictly forbidden. Nobody entering the Ground shall be permitted to climb any structures within the Ground.

15.  Where the Club operates licensed standing in seated accommodation areas at the Ground as part of the UK Government’s scheme on safe standing in conjunction with the Sports Grounds Safety Authority (the “Licensed Standing In Seated Areas”). Only ticketholders who have tickets to the Licensed Standing In Seated Areas are permitted to access the Licensed Standing In Seated Areas. Ticket holders who have tickets to the Licensed Standing In Seated Areas shall:

15.1.  occupy the space in front of the seat allocated to them on their ticket only and must not move to different spaces within the Licensed Standing In Seated Areas or to different areas of the Ground;

15.2.  expect that other spectators will be standing while play is in progress (although of course they may sit on their allocated seat before and after the activity, or during an interval or halftime break);

15.3.  not sit or stand on the rails, or stand on the seats in the Licensed Standing In Seated Areas;

15.4.  not be permitted to admit anyone who does not have a ticket to the Licensed Standing In Seated Areas to the Licensed Standing In Seated Areas;

15.5.  be respectful towards staff, stewards, and other fans at all times;

15.6.  behave appropriately in the Licensed Standing In Seated Areas – anti-social behaviour will not be tolerated;

15.7.  unless needing to use facilities, not move around in the Licensed Standing In Seated Areas and shall stay in the designated space only as described on the relevant ticket and in accordance with paragraph 15.1;

15.8.  not be permitted to stand in the gangways or on the steps in the Licensed Standing In Seated Areas to watch the Match and acknowledges that these are for accessing and leaving seats only; and

15.9.  acknowledge that any failure to comply with the conditions set out in this paragraph 15 may lead to ticketholders being ejected from the Ground and/or banned from all Matches, and the Ground may lose the right to maintain the Licensed Standing In Seated Areas.

16.  EFL stadia are smoke-free and smoking or the use of electronic cigarettes is not permitted inside the Ground.

17.  Mobile telephones and other mobile devices are permitted within the Ground PROVIDED THAT (i) they are used for personal and private use only (which, for the avoidance of doubt and by way of example only, shall not include the capturing, logging, recording, transmitting, playing, issuing, showing, or any other communication of any Material for any commercial purposes); and (ii) no Material that is captured, logged, recorded, transmitted, played, issued, shown or otherwise communicated by a mobile telephone or other mobile device may be published or otherwise made available to any third parties including, without limitation, via social networking sites.

18.  Under the Sporting Events (Control of Alcohol etc.) Act 1985 (as amended), the following are offences for which a person can be arrested by a police officer and conviction could result in a Banning Order being made:

18.1.  attempting to enter the Ground or being inside the Ground whilst drunk; and/or

18.2.  being in possession of any intoxicating liquor, or bottle, can or other portable container and which could cause damage or personal injury, when entering the Ground or in a public area of the Ground from which the event can be directly viewed.

19.  Any individual who has entered any part of the Ground designated for the use of any group of supporters to which they do not belong may be ejected from the Ground either for the purposes of their own safety or for any other reason.

20.  Save as set out in paragraph 17 above, no person (other than a person who holds an appropriate licence) may capture, log, record, transmit, play, issue, show or otherwise communicate (by digital or other means) any Material in relation to the Match, any players or other persons present in the Ground and/or the Ground, nor may they bring into the Ground or use within the Ground (or provide to, facilitate or otherwise assist another person to use within the Ground) any equipment or technology which is capable of capturing, logging, recording, transmitting, playing, issuing, showing or otherwise communicating (by digital or other means) any such Material.

21.  The copyright, database rights and any other intellectual property rights in and to all Material that you produce at the Ground in relation to the Match, any players or other persons present in the Ground and/or the Ground (whether produced in breach of paragraph 20 above, or pursuant to paragraph 17 above, or otherwise) is hereby assigned (including by way of present assignment of future copyright pursuant to section 91 of the Copyright, Designs and Patents Act 1988) to the Club and the EFL. You further agree (if and whenever required to do so by the Club and/or the EFL) to promptly execute all instruments and do all things necessary to vest the right, title and interest in such rights to the Club and the EFL absolutely and with full title guarantee.

22.  No goods (including literature) of any nature may be offered either free or for sale by any person within the Ground without the express written permission of the Club.

23.  Tickets are not transferable and may not be offered for sale without the prior written permission of the Club or otherwise in accordance with the relevant ticket terms and conditions. Any tickets that are transferred are transferred subject to these Ground Regulations. Any tickets offered for sale may be confiscated by any steward, officer of the Club or any police officer. The Club reserves the right to refuse admission to or eject from the Ground, and/or exclude any person who has offered for sale or transferred his/her ticket in contravention of the relevant ticket terms and conditions (and/or the holder of any ticket that has been transferred in contravention of the relevant ticket terms and conditions). Tickets remain the property of the Club at all times.

24.  CCTV cameras are in use around and in the Ground. Body worn video cameras recording video and/or audio may also be used as appropriate, to record images or audio which identifies you as an individual, for example to record prohibited behaviours as referenced in paragraphs 9, 10 and 11. The Club may itself use or pass to the police or any Football Authority or other clubs, any recordings for use in any proceedings.

25.  At all times whilst present in the Ground, persons must comply with any and all instructions of any steward or officer of the Club and/or any police officer (including without limitation any instructions regarding health and safety such as those in respect of communicable diseases (and such persons shall comply with any government guidelines in respect of the same)). Failure to comply with any instruction may lead to immediate ejection from the Ground.

26.  By entering the Ground, all persons are acknowledging that photographic images and/or audio, visual and/or audio-visual recordings and/or feeds (and/or stills taken therefrom) may be taken of them and may also be used, by way of example and without limitation, in televised coverage of the game and/or for promotional, training, editorial or marketing purposes by the Club, the EFL or others (including commercial partners and accredited media organisations) and entry into the Ground constitutes consent to such use. You further acknowledge that photographic images and/or audio, visual and/or audio-visual recordings and/or feeds (and/or stills taken therefrom) may be used (by the Club or by a third party, such as a law enforcement body) to identify you as an individual, where permitted by data protection laws, for the purposes of preventing or detecting crime, or any breach of these Ground Regulations. Information about the Club's use of your personal data will be brought to your attention by the Club (see for example any applicable privacy policy, signage and/or other forms of announcement in or around the ground). 27.  All ticket holders agree that the Matches for which the tickets have been purchased are public, and that their appearance and actions inside and in the perimeter of the Ground where a Match occurs are public in nature, and that they shall have no expectation of privacy with regard to their actions or conduct at Matches.

28.  Further to paragraph 26, if such person is under 18 years of age, the parent, guardian, or responsible adult who is accompanying them into the Ground shall be deemed to have provided consent on their behalf.

29.  Refused entry to (or ejection from) the Ground may lead to further action by the Club including, but not limited to, the withdrawal of any season ticket (without reimbursement), Club Membership and other benefits. Please read the applicable Terms & Conditions of Entry.

Persistent Standing Policy

MEMS Priestfield Stadium is an all-seated stadium. It is a requirement of entry that people sit in the seat allocated to them unless the field of play is being used for an event where tickets have been sold as standing tickets. 

It is recognised that at times of excitement, for instance when goals and tries are scored or when races are won, there may be some involuntary standing, but spectators are expected to resume their seats as soon as practicable. 

If there is persistent standing in any area of the ground, the Safety Officer will:

  • Assess the situation using CCTV, personal observation, steward body cameras, and reports from steward personnel at the scene.

  • If the Safety Officer considers that the standing is such that intervention is required for the spectators to resume seating, the Safety Officer will consider the following operational options: 

    • Send extra stewards to the location as back up to those already deployed.

    • Stewards to walk the gangways, encouraging people to sit and checking seat numbers.

    • Utilise CCTV systems and steward body cameras for recording the activities of those standing.

    • Ejection and/or relocation of those standing, if required.

    • P/A Announcements on the public address system.

  • If, following intervention, persistent standing still exists in an area of the ground, the Safety Officer will consider whether the standing presents a danger of injury to those present or any danger of public disorder. Where appropriate, the Police Commander, if present, will be consulted.

  • In exceptional circumstances the risk posed may be so great that consideration will have to be given to abandoning or suspending the event. Liaison should be established with the event organiser.

Abuse or discrimination of any kind will not be tolerated by Gillingham Football Club. Safeguarding - BALL GIRLS/BOYS & MASCOTS

Gillingham FC is committed to the safeguarding and promoting the welfare of children, young people and adults at risk and expects all staff, volunteers and visitors to share this commitment. Safeguarding is everyone’s responsibility.

Ball Girls & Ball Boys

Gillingham Football Club will endeavour to ensure the safety and protection of Ball Girls and Boys, whilst carrying out their duties at the stadium, through adherence to the Club’s Safeguarding Policy and Procedures and Health and Safety Policy. 

In addition, the following rules apply: all ball boys and girls will be a minimum of 14 years of age and will be subject to a Code of Conduct and a statement of conditions issued by the Club, which must be signed by the child and their parent/guardian. 

All supervising staff will be subject to Enhanced DBS checks and will have completed the Club’s induction. 

Also, a mix of male and female colleagues, wherever possible, will be used to supervise mixed gender groups. Also separate gender appropriate changing areas will be made available if required. No photographs will be taken in the changing areas and colleagues should avoid any situation where they may be left alone with a ball boy or girl. 

All ball boys and girls will receive a Health and Safety overview prior to carrying out their duties, which shall be notified to that child’s parent/guardian. 

All ball boys and girls and their parent/guardian will be provided with the name and contact details of the Senior Safeguarding Officer of the Club. Please see the bottom of this document. 

Mascots

The Club is committed to ensuring that all children who carry out the role of Mascot, whilst in the care of the Club, can do so in a safe and enjoyable environment through adherence to the Club’s Safeguarding Policy and Procedures and Safer Recruitment Policy and process. 

The following guidance will be applied to all children visiting the Club as a Matchday Mascot. Child mascots must be aged minimum 18 month’s old to maximum 14 years old. 

All colleagues escorting matchday child mascots must be subject of an enhanced DBS check and must have completed the Club’s induction. 

Child mascots must be accompanied by a parent/carer at all times, other than when in secure areas (e.g. the tunnel), when the mascot will be supervised by suitably qualified Club chaperones. 

Parents will be advised to bring their child to the Stadium already wearing their Mascot Football strip (worn under warm clothing if appropriate) thereby avoiding the need for the child to change into their strip whilst on Club premises as the Club maybe unable to offer designated changing areas for Mascots. If a mascot requires help with dressing this must be done by the parent/carer. 

Male and female chaperones, wherever possible, will be used to supervise mixed gender groups of Mascots. Colleagues should avoid any situation where they may be left alone with a mascot. Parents/carers will be informed of the appropriate Mascot Itinerary and details of the Club’s Senior Safeguarding Officer.

If an injured or disabled child is used as a mascot a risk assessment will be carried out to establish if that child can safely participate in the Matchday Mascot itinerary and to identify what additional safety measures may be needed to allow the child to safely participate. The Stadium Manager and Security Officer will be notified of the risk assessment, who will then advise the paramedics of any issues. Every effort should be made to always achieve correct staffing ratios and the best level of supervision of Matchday Mascots. If possible, suitably DBS checked employees will be allocated as chaperone to each child with a disability or injury if they are assessed as requiring such additional support.

Safeguarding is EVERYONE’S Responsibility

Gillingham FC is committed to the safeguarding and promotion of the welfare of children, young people and adults at risk. The Club expects all staff, volunteers and visitors to share this commitment. Safeguarding is everyone’s responsibility.

What is safeguarding? 

Safeguarding is the work of keeping all children, young people and vulnerable adults safe. YOU are an important part of this work. Taking action to keep a young person safe is known as ‘Child Protection’.  We may see or hear things, or you may share your observations with us, which will create the need for GFC to take action. 

GFC’s Belief

We believe your health, safety and well-being are very important, whether you are a young person (under 18) or an adult (over 18). We believe it is our duty to help protect people’s rights. All children, as well as adults, have equal rights to protection – regardless of gender, age, ethnicity, ability, sexual orientation, religion or political beliefs. 

GFC’s Aim 

We aim to keep all children safe, providing a safe environment for all GFC-related activities where all are treated fairly and are free from harm, discrimination or bullying. Our staff have been trained to keep you safe. We have also established the following expectations for all members of our community, whether they be players, staff, volunteers or visitors:

Safeguarding - ONLINE SAFETY

Gillingham Football Club recognises that the use of the internet is an essential tool in supporting and conducting business. As well as general internet usage, there is increasing social media, online meetings/workshops and esports usage throughout all sectors of society, including Gillingham Football Club which use such internet tools to engage with stakeholders and the wider community. 

Along with the many benefits of using the internet, there are associated risks. Staff may not be aware of breaching copyrights, downloading/sharing inappropriate material, privacy breaches and posting/behaving in such a way as to bring the organisation into ill repute. 

This online safety guidance has been produced to support staff in upholding clear, robust processes to ensure the safety of all involved and maintain the integrity of the organisation. 

Scope 

All Gillingham FC staff and volunteers are personally responsible for compliance with the law in relation to their internet and social media usage. This guidance is to ensure all staff, students, volunteers and work placements understand their obligations and responsibilities around internet usage in a professional manner. 

All managers are responsible for ensuring their staff are familiar with this guidance. 

Policy Statement 

The Club aim to ensure that the use of social media and the internet across the organisation is undertaken responsibly and safely and that the confidentiality of players, parents, staff and the reputation of the organisation are safeguarded. 

Social media, Esports and digital platforms are evolving quickly. We intend to observe the best possible practice in this digital environment, seeking to negotiate it wisely and with integrity for purposes of sharing useful information, communication and public relations.

Online Usage 

There are benefits to players, parents and GFC of using Social Media, Esports and Virtual Learning Platforms (e.g., Twitter, Facebook, You Tube, Zoom, Fifa, Teams):

  • Improvement of communication links with parents/guardians.
  • Allow greater engagement with players, participants and the wider community
  • Promote shared values.
  • Promote extended learning through the posting of links to relevant material.

Virtual interaction may be delivered in any of the following formats: 

  • Group Sessions via TEAMS or Zoom, with a qualified Gillingham FC staff member/coach. There will be the possibility of live group discussions.
  • Pre-recorded videos that can be accessed at any time but will not have the capacity for live interaction with staff.
  • Sharing of useful resources/links.
  • One-to-one support via endorsed social media platforms with a GFC member of staff/coach. 

The following guidelines will be followed:

  • Virtual interaction and online engagement will only take place where explicit parental/guardian consent is obtained for anyone under 18 years old.
  • No personal details, such as usernames or email accounts will be shared with other users and all personal data will be treated in accordance with Data Protection and GDPR Policies.
  • Gillingham Football Club Designated Safeguarding Lead is aware that a member of staff are delivering this activity and is able to offer appropriate support and guidance. Ensure your online activity / remote session has been approved by Designated Safeguarding Officer and head of department prior to commencement.
  • Creating a safe, effective learning environment for online/remotely delivered sessions, ensuring the persons being engaged with feel safe and comfortable. Instructors will implement the following:
    • Complete a Generic Risk Assessment and obtain authorisation from Designated Safeguarding Officer and head of department.
    • Parental consent must be obtained for anyone U18.
    • Plan a structured session with clear learning objectives and outcomes.
    • Deliver information on specialized topics that are known and comfortable to you.
    • Consider following up after the session, with factsheet/guidance to parents around topics covered in order to enhance learning outcomes and provide further support at home.
    • Always maintain professional boundaries to provide the young person with a sense of stability and understanding of roles, ensuring expectations around appropriate and acceptable behaviour/ conduct during the sessions are maintained.
    • Communicate the frequency of your contact, the length of each session and the topic of the session.
    • Ensure communication is via GFC approved platforms.
    • Never share personal numbers/social media accounts.
    • Agree an appropriate method for them to contact you should they need to cancel the session or if they have a concern, such as via work email address or phone number.
    • Be flexible in offering various session times and dates and times to be as inclusive and flexible as possible; although all sessions should take place during normal working hours.
    • Share Ground Rules at the start of each session. 
Code of Conduct 

A strong set of shared ground rules sets expectations, establishes boundaries and pre-empts anxieties and problems. It is essential to establish, refresh, or remind young people of ground rules before starting any activity. 

The Code of Conduct is as follows: 

  • I agree not to share or post anything offensive or illegal.
  • I agree not to share other people’s personal details, including usernames, emails and telephone numbers.
  • I agree not to use any language that may be offensive.
  • I agree to be respectful of other people’s opinions and feelings.
  • I agree not to encourage or participate in any form of cyber bullying/bullying behaviour.

Other ground rules you could include at the start of each session:

  • Keep an open mind.
  • Listen carefully and allow everyone to speak.
  • Respect other people’s views and opinions.
  • Be active and take part.
Answering Questions & Support

It is good practice to establish an ethos where young people understand that we do not ‘have all the answers’, but that they can expect ongoing support. If you cannot answer a question or resolve an issue during a session, let them know when you will get back to them with feedback. Use Designated Safeguarding Officer and head of department as resources if needed.

Inappropriate Language

Refer back to your ground rules/code of conduct to reinforce the commitment to choosing language carefully to avoid offence. 

If a young person uses inappropriate language, address this directly and suggest more appropriate language.  Ask them to elaborate on what they mean and help them to do so by introducing and explaining new vocabulary. Explain why the language they used originally is inappropriate. 

Never close down a discussion because a young person has used challenging vocabulary. 

Responsibilities

All staff are responsible for reporting incidents, near incidents, and breaches of this guidance. Concerns should be raised via the Designated Safeguarding Officer and/or head of department.

Safe Online Gaming/Esports/Tournament 

Although not a current initiative at Gillingham Football Club, it is paramount that we are proactive rather than reactive and have appropriate measures in place and offer support/ guidance to parents and children under the age of 18.

In multiplayer online games, the presence of such a large online community of anonymous strangers and the unfiltered, unmoderated discussions, can pose a variety of potential risks, including inadvertently giving away personal information (password, email, home address, age); online grooming; cyber bullying; malware/viruses; pirated copies of games and the consequences of such; and the danger of becoming addicted to gaming.

Should GFC host online tournaments or games, the following measure should be implemented:

  • Consent must be obtained for anyone U18.
  • Generic Risk Assessment should be completed and signed off by Designated Safeguarding Officer and head of department.
  • Online gaming should be targeted at age-appropriate groups; children are not permitted to play in online tournaments with adults.
  • Where possible, online tournaments for U18’s should be hosted for invited players only, as this allows more robust monitoring and limits the risk of outside influences, cyber-crime, cyber bullying and grooming.
  • Alongside the Code of Conduct, Gillingham Football Club staff should ensure that rules of play are clearly explained to players and parents prior to any online tournament. 

Where possible, Gillingham FC staff should ensure: 

  • Players have effective and updated antivirus/antispyware software and firewall running.
  • Players are only playing with authorised versions of games which have been purchased from the correct sources and for which a licence has been obtained. 
  • Players have a username that does not reveal any personal information. Similarly, if the game includes the ability to create a personal profile,  players should not give away any personal information.
  • Players should be reminded to use strong passwords and where multiple gaming accounts are held; different passwords should be used.
  • Players should be reminded not to reveal any personal information to other players.
  • Players should be reminded to adhere to the set Gillingham FC guidelines and Ground Rules.

Guidelines for scoring: 

  • All players must notify GFC of the score after finishing the game, via a picture of the result which contains the score, the names and a time stamp.
  • The match score must be reported by both players.
  • Players need to report the scores within ten minutes after the end of the match.
  • Players disputing a match score must have a picture to evidence their claims.
  • When both players report no score or when needed proof of the score, both players may be disqualified.
  • When the score of the players does not match there will be an investigation. Once the investigation has been completed the decision about what score is awarded ultimately rests with Gillingham FC. We take conflict seriously and want to provide the best experience for all our players.
  • If someone deliberately passes the wrong score, the player in question may immediately get excluded from all the Club’s online/future tournaments.
  • When only one of the two participants reports the score (or when proof of the score is necessary), that player will be designated as the winner of the contest.

Travel Code of Conduct

Official Supporters Travel Code of Conduct - Season 2025/26

Travel Terms & Conditions 

  1. Gillingham Football Club travel is organised by Gillingham Football Club and Club Class Travel.
  2. All tickets for away travel are purchased via Gillingham Football Club, are nontransferable and are subject to Gillingham Football Club ticket terms and conditions.
  3. The Travel Code of Conduct is in place to ensure the safety of all passengers travelling to watch Gillingham Football Club play any fixture for which travel has been arranged.
  4. Gillingham Football Club’s commitment to promote inclusion, and to confront and eliminate discrimination extends to any travel arrangements organised by Gillingham Football Club and Club Class Travel. Gillingham Football Club regards discrimination on the basis of those characteristics identified under the Equality Act 2010-- age, disability, gender, marriage and civil partnership, pregnancy and maternity, race, religion, sex, sexual orientation-- as unacceptable.
    1. Gillingham Football Club is committed to ensuring that individuals may raise any concern or complaint related to such behaviour without fear of being penalised. Reports of such behaviour can be reported to a Club Class Travel representative and emailed to enquiries@gillinghamfc.com.
    2. Gillingham Football Club reserves the right to take appropriate disciplinary action should the Club find that any employee, staff member, volunteer, or fan have acted in a manner that breaches clause 4.0.
    3. Any employee, staff member, volunteer, or fan has the right to appeal any disciplinary decision. The appeals panel will consist of one member of the Club’s Senior Management (or their designated representative), the Club’s Supporter Liaison Officer and one other representative of Gillingham Football Club. The decision of the panel will be final.
  5. Alcohol is prohibited on the coach. Alcohol cannot be taken on or consumed on the coach.
    1. The representative of the Club has the right to refuse entry to any person who has alcohol on their person when boarding, consumes alcohol whilst on board or violates the alcohol policy in any way. No refund will be issued in this case.
  6. The use of cigarettes and electronic cigarettes is forbidden on all travel.
    1. Any supporter found smoking whilst on board the vehicle will be asked to leave the vehicle at the next appropriate safe location. Neither Gillingham Football Club, nor Club Class Travel is responsible for any subsequent travel arrangements that may be required of the supporter. No refund will be issued in this case.
  7. Supporters are advised to arrive 15 minutes prior to the scheduled departure time with their ticket(s). Coaches will not be held for any passengers who arrive late and refunds will not be given for missed departures.
  8. All passengers must wear the seatbelts that are provided on the vehicle at all times.
  9. Upon arrival to the destination, passengers are required to disembark the vehicle immediately and in an orderly manner. Supporters are not permitted to remain on board the coach unless agreed with the driver and Club Class Travel representative.
  10. The coach will depart the ground immediately after the game. A Club Class Travel representative will ensure that a headcount takes place before departure, but passengers are encouraged to make their way back to the coach in a timely manner.
  11. Passengers are asked to refrain from speaking directly to the driver, but rather to direct questions to the Club Class Travel representative. Outside the time of travel, please contact Gillingham Football Club Supporter Services on 01634 300 000 or by email enquiries@gillinghamfc.com with questions.
  12. Any issues that arise regarding away travel that are not addressed in this Policy will be discussed by a representative from Gillingham Football Club, the Club’s Supporter Liaison Officer and/or Club Class Travel representative, as needed. 

Whistleblowing

1. Policy Objectives

1.1 The Whistleblowing Policy (the Policy) sets out the framework for dealing with allegations of

illegal and improper conduct. GILLINGHAM FOOTBALL CLUB is committed to the highest standards of

transparency, integrity and accountability.

1.2 This Policy is intended to provide a means of making serious allegations about standards,

conduct, financial irregularity or possible unlawful action in a way that will ensure confidentiality and

protect those making such allegations in the reasonable belief that it is in the public interest to do so

from being victimised, discriminated against or disadvantaged.

1.3 This Policy is intended to ensure that GILLINGHAM FOOTBALL CLUB complies with its duty under

the Public Interest Disclosure Act 1998.

1.4 GILLINGHAM FOOTBALL CLUB is committed to remove and eliminate any direct or indirect

discrimination of any form or kind within GILLINGHAM FOOTBALL CLUB structures, and will under no

circumstances condone unlawful discriminatory practices. The organisation takes a zero tolerance

approach to discrimination, harassment, victimisation or bullying.

2. Policy Overview

2.1 This Policy applies to the following: employees (full-time, part-time, and temporary), Directors,

Congress Members, Committee Members, Volunteers, Co-optees, agency workers, casual staff,

consultants, and contractors (“Associated Persons”).

2.2 This Policy does not replace other GILLINGHAM FOOTBALL CLUB policies or procedures. For

example, if an employee has a grievance about their working conditions they should use

GILLINGHAM FOOTBALL CLUB Grievance Policy or, if they felt that their manager or a colleague was

treating them unfavourably, they should use GILLINGHAM FOOTBALL CLUB Harassment at Work

Policy. Similarly if an employee has a concern about the conduct of a fellow employee in the working

environment (e.g. that they are not treating colleagues with respect) they should raise these with

their line manager, Human Resources or if that is not possible, with the Managing Director.

2.3 This Policy does not form part of any employee’s contract of employment and it may be

amended from time to time.

2.4 This Policy applies to, but is not limited to, allegations about any of the following:

· ·Conduct which is an offence or breach of the law

· Alleged miscarriage of justice

· Serious health and safety risks

· The unauthorised use of public funds

· Possible fraud and corruption

· Sexual, physical or verbal abuse, or bullying or intimidation of employees or Associated Persons

· Abuse of authority

· Concealment of any of the above

2.5 It is not necessary for the Associated Person to have proof that such an act is being, has been, or

is likely to be, committed - a reasonable belief is sufficient.

2.6 An Associated Person has no responsibility for investigating the matter. It is GILLINGHAM

FOOTBALL CLUB’s responsibility to ensure that an investigation takes place.

3. Reporting Procedure

GILLINGHAM FOOTBALL CLUB recognises that the decision to make an allegation can be a difficult

one. However, any Associated Person who makes serious allegations in the reasonable belief that it

is in the public interest to do so has the right not to be dismissed, subjected to any other detriment,

or victimised, because he/she has made a disclosure.

3.1 In the first instance an Associated Person should discuss the matter with their manager or the

relevant manager, or in the Manager’s absence any other member of senior management, who will

try and resolve the matter promptly.

3.2 If the Associated person believes that management is involved, it would be inappropriate to raise

it directly with them. The whistleblower may then make an allegation direct to any of the following:

3.3 Once a matter has been reported under this policy, GILLINGHAM FOOTBALL CLUB will normally

make preliminary enquiries to decide whether a full investigation is needed.

3.4 If an investigation is necessary, depending on the nature of the concerns, the investigation will

either be investigated internally, or referred to an appropriate external body.

3.5 If an internal investigation is necessary, GILLINGHAM FOOTBALL CLUB will appoint an impartial

investigating officer to lead the enquiry. The appointment of said officer will be at the discretion of

the Managing Director to be determined on a case by case basis.

3.6 Subject to any legal constraints, GILLINGHAM FOOTBALL CLUB will keep the Associated Person

who raised concerns informed of the progress of the investigation and its outcome.

4. Confidentiality

4.1 All allegations will be treated in confidence and every effort will be made not to reveal a

whistleblower’s identity unless the whistleblower otherwise requests.

4.2 GILLINGHAM FOOTBALL CLUB will take appropriate action to protect a whistleblower who makes

a serious allegation.4.3 Exception to this, if the matter is subsequently dealt with through other

GILLINGHAM FOOTBALL CLUB procedures such as the Disciplinary Procedure. Similarly, if the

allegation results in court proceedings then the whistleblower may have to give evidence in open

court if the case is to be successful.

4.4 GILLINGHAM FOOTBALL CLUB will not, without the whistleblower’s consent, disclose the identity

of a whistleblower to anyone other than the appointed investigating officer.

5. Anonymous Allegations

This procedure encourages Associated Persons to put their name to an allegation wherever possible

as anonymous allegations may often be difficult to substantiate/prove. Allegations made

anonymously are much less powerful but anonymous allegations will be considered at the discretion

of the Managing Director. In exercising discretion to accept an anonymous allegation the factors to

be taken into account:

· The seriousness of the issue raised

· The credibility of the allegation; and Whether the allegation can realistically be investigated from

factors or sources other than the complainant.

6. Allegations

6.1 Whether a written or oral report is made it is important that relevant information is provided

including:

· The Associated Persons making the allegation and a contact point;

· The background and history of the allegation (relevant dates and names and positions of those who

may be in a position to have contributed to the allegation);

· The specific reason for the allegation. Although Associated Persons making an allegation will not be

expected to prove the truth of any allegations, they will need to provide information to the person

they have reported to, to establish that that there are reasonable grounds for the allegation.

6.2 Associated persons making an allegation may be accompanied by another person of their

choosing during any meetings or interviews in connection with the allegation. However, if the matter

is subsequently dealt with through another policy the right to be accompanied will at that stage be

in accordance with the relevant procedure for that policy.

7. Action

7.1 The appointed investigating officer will contact the reportee, to gather as much information as

possible, (within 5 working days of receipt of the allegation) including:

· Provide verbal acknowledgement of receipt of the allegation

· The detailed record of the allegation

· Any documents supplied by the Associated Persons

7.2 The investigator will ask the Associated Person for his/her preferred means of communication

and contact details and use these for all communications with them in order to preserve

confidentiality.

7.3 If the allegation relates to fraud, potential fraud or other financial irregularity Operational Board

will be informed within 5 working days of receipt of the allegation. The Operational Board determine

whether the allegation should be investigated and the method of investigation.

7.4 If the allegation discloses evidence of a criminal offence it will immediately be reported to the

Operational Board and a decision will be made as to whether to inform the Police.

7.5 If the allegation concerns suspected harm to children the Child Wellbeing and Protection policy

will be followed.

8. Response

8.1 An acknowledgement of the allegation in writing within 10 working days of initial contact with

the reportee (see 7.1):

· An indication of how GILLINGHAM FOOTBALL CLUB propose to deal with the matter

· An estimate of how long it will take to provide a final response

· An indication of whether any initial enquiries have been made

· Indication whether further investigations will take place and if not, why not

8.2 Where the allegation has been made internally and anonymously, obviously GILLINGHAM

FOOTBALL CLUB will be unable to communicate what action has been taken.

9. Remedies

9.1 It is everyone’s responsibility to make sure that serious misconduct as set out in 2.4 is reported

accordingly. No disciplinary or other action will be taken against Associated Persons who make an

allegation in the reasonable belief that it is in the public interest to do so, even if the allegation is not

substantiated by an investigation.

9.2 If you are an employee, a worker or a casual staff, maliciously making a false allegation, this will

be treated as a disciplinary offence. Appropriate action will be taken as set out in GILLINGHAM

FOOTBALL CLUB Disciplinary Procedures.

9.3 If you are an employee, a worker or casual staff and misconduct is discovered as a result of any

investigation under this procedure GILLINGHAM FOOTBALL CLUB Disciplinary Procedures will be

used, in addition to any appropriate external measures. Disciplinary action may ultimately lead to

dismissal.

9.4 If you are a Director, Congress member, Co-optee or Committee member, and misconduct is

discovered, this will be treated as breach of GILLINGHAM FOOTBALL CLUB Articles of Association and

may result in the alleged breach being referred to the Judicial Panel and/or the Board of

GILLINGHAM FOOTBALL CLUB, in addition to any appropriate external measures.

9.5 If you are a volunteer, consultant, contractor or any other third party associated with the

organisation, GILLINGHAM FOOTBALL CLUB will have absolute discretion regarding appropriate

measures.

10. Deviations from Policy

Unless specifically approved, any deviation from this policy is strictly prohibited. Any deviation from

or non-compliance with this policy shall be reported to Human Resources and will be

The Football Club receives hundreds of applications for work experience so unfortunately, it is incredibly difficult to respond to every request or accommodate every applicant. Please note that we do not allow work experience candidates within our First Team environment.
